Aren't there only four types of local government? PDF Print E-mail

While it's true that most Massachusetts municipalities fall under one of the following four forms:

  1. Open Town Meeting

  2. Representative Town Meeting

  3. Council/Manager

  4. Mayor/Council

Their decision is not mandated by statute.  In fact, the Home Rule Amendment (enabling legislation that provides local charter authority) adopted by the Commonwealth in 1966 offers tremendous latitude in municipal governance structure.  It is not necessary for Charter Commissions to chose only from those four.
