Anthony SchenaPreamble: Our form of government should start to reflect the clear direction it headed and planned on heading many years ago.  Fragmented locations within Plymouth i.e. village centers.  These village centers are the main commercial centers and should be the focus of a political government.

Executive Branch:

A 3 member Executive Branch provides a single entity that can set a vision for the town. By giving the executive branch more authority it also provides for greater accountability.  Reducing the number to three attempts to walk the line between concentrated power in the hands of a single person and the ability to get things done and lead the community. 

Legislative Branch:

1) Two representative from each precinct

Accountability.  These precinct specific reps will be responsible for constituency in a narrow area of town.  They will be held accountable for their precinct. Having two instead of 8 should raise the visibility level of this position.  Addressing the desire of people to know who to call if they have a problem and who to blame if something goes wrong

Competency  By limiting the number of representatives and putting them in front of the public the level of knowledge and issue specific detail should increase

Transparency. By giving authority to local reps we are giving authority to the individuals that the public thinks has it. We are creating a structure that allows citizens to see who to talk to and process

Efficiency addressing Plymouths size is crucial.  The best decisions for the people should be derived by the people that are in the trenches everyday working with the people of Plymouth.

Responsiveness responding to citizens' request and being accessible in the local grocery store will increase responsive to citizens.

2) Three representatives at large in order to address Plymouths size it is important that the local interest of a precinct or section of town not override the importance of doing what is best for the community as a whole.  In order to achieve this, the three leadership positions of the council should be elected at large.  Although it is expected that all representatives will work to do what is best for the community as a whole these three representatives would not answer to anyone precinct or area but be required to answer to the town as a whole.  By putting at large reps in leadership positions the agenda and direction of the council should always be focused on the whole.  Again I think this change addresses all 7 criteria.
